Click Start > Run > type in Cleanmgr.exe > click OK and see if it will open and run, if not, click this link and scroll down to line 84, and click "Restore Disk Cleanup (cleanmgr)" and download the file and it should fix your problem.

What exactly do you mean by "won't work"? Does it come up with an error message? Is there anything in the event log?

risk-free mode might desire to continuously be slower. the reason being once you boot into risk-free mode in basic terms necessary drivers are loaded. and that they are wide-unfold drivers at that. without the drivers that optimize velocity for laptop components that is going to run sluggish.
