It's an analogy to the biblical story of Moses. Moses was the one who attempted to lead the Jews to the Promised Land and free them from the slavery and the oppresion that Egyptians were ejecting over them.
Harriet Tubman lead many slaves to freedom and conducted them to a land where they would be no longer slaves.

For me the device is "analogy", it could be a metaphor, but I dont think so.

She was called Grandma Moses because after escaping from slavery, she made many trips back to lead more of her people out of slavery.

I do not know what type of literary device that is.

1. i think because the real moses lead people away from egypt and harriet tubman lead alot of people to freadom.
