The "no-bid" system is misunderstood. there was a sort of "mega-bid" process, which Halliburton won. Rather than bidding on every single contract as it comes up, the government has someone in place for a large range of items that could come up. useful in wartime, when the process takes time.

There's still an argument that this is wrong, but at least we're being more precise on the facts.

During the Clinton administration, Halliburton was NOT low bid, but was given the contract anyway. This has not happened under Bush.

There's plenty to criticize Bush for but I think this is somewhat of a red harring.

Since trump doesn't have the resources to do what halliburton does. Those contracts would probably ruin him.
