why have all groups of people throughout history had some form of government ?

Because its human nature for the strong to become arrogant and prey upon the weak. Government allows people to be represented by a unit larger and stronger than the bandits of society. And, no matter how much people say they will, people will not always do the right thing and when it becomes a crime against one its a crime against all and punishment and therefore deterrance is possible. You can't have five people in a room without some kind of government.

Because organization benefits the community.

Working together is more efficient than anarchy. Especially when there are external threats or limited resources.

So, they become organized. Which requires some authority to manage and enforce the organization. That's government.

to keep the peace between people im guessing. but then again it can also cause a lot of controversy. but i belive that its to keep an order in society.
