Uh oh....looks like you've combined two separate euphemisms! One is actually "one hard nut to crack" & can pertain to a person or situation that's hard to convince or resolve. The other is "one tough cookie" , a close-mouthed type, obstinate, or no-nonsense type, then that person may be a "hard nut to crack." Hope that helps!

It means you're tough. Usually said to women. I don't know why they use the word "cookie" but it's a pretty old expression. They used that back in movies in the 1930s always about a woman who is tough. I think it means you are tough but still feminine.

I've heard of "a tough cookie" and "a hard nut to crack"--but never of the one to which you refer.
