Yes it does. But it is split into several different files.

These files are found in the Windows/system32/config folder on your hard drive and are split into Sam, Security, Software, System, Default and Userdiff along with a few others saved in your specific profile.

I don't know what you want to know this for, but I would suggest not messing with it at all.

No it opens a utility that allows you to edit the registry. Most .reg files can be installed by right-clicking and selecting 'Merge'.
