Depends upon when it was first registered, if it was after March 2001 then yours is a Band G car and will be affected.

Not if it is a manual, or over a year old.

The new higher-rate Band (Band G) only applies to cars first registered on or after 23rd March 2006, with CO2 emissions greater than 225g/km.
The Freelander TD4 manual has emissions of 205g/km, so stays in Band F.
The Freelander TD4 automatic has emissions of 240g/km, so any example first registered on or after 23rd March 2006 will be in the new Band G.

As far as what they were saying in the news, yes it will., I think its about the size of the vehicle which makes it more likely to be affected. Look at the gov't website and you should find your answer there. Good luck
