We live on the ground floor. Summer is coming up and i would like for my daughter to be able to open her window at night. If it opened horizontally (side-to-side) i could use a large broom stick handle or something like that. Any suggestions..? keep in mind we are renters so any alterations need to be reversible or at least minimal.

They sell lock for sliding windows, any hardware store will have them. Mounts to the frame and a small pin bolt goes through the window. They have a bunch of different kinds, the one I mentioned is more secure, there are other kinds that are just stops that only allow the window to be opened so far, they are easily defeated unless they the window is closed all the way, not what you want.

I'm assuming you mean to open it just enough for circulation, and not enough for an intruder to enter. if so measure the distance from the top of the window, when it is in the desired position, and cut a strip of wood that is the same thickness as the window sash, and install it in the slot above the sash with a single screw, to prevent the window from being opened any further. also ensure that the upper sash is secured.

You can still adapt the broomstick idea...all you have to do is mount the block of wood to the window frame. If you don't want to do permanent damage use glue. You should still be able to remove the block later as long as you are careful. Use a wood glue or something, just be careful to leave yourself a way to remove it. When you want to remove it, get underneath the board and either use heat or steam and slowly pry it up and it should come up easy.

Fasten a barrel bolt to the top of the bottom window and drill holes in the window jamb where you would like the window to open to. Once you open the window slide the barrel bolt into the hole and it will be locked in place.
