At one time, tug boats actually did "tug" the boats. The old name just stuck.

It probably depends on the tide, there'll be advantages to doing it. Also "tug" is just an overview name, and is rather vague really, the boat will be able to push and pull doesn't really have to live up to its name all of the time I suppose.

depends they do both.

I have never seen a tug boat that did not have tugging equipment on it.

originally they only tugged but the modern ones both push and tug.
