Is that what you mean by a FAIR reporting system?

Since no one has answered your question(s) so far, and I see it four times at least, my answer is none. You do not "have" to ask for a FAIR reporting system. Hell, I don't even know what you mean by FAIR reporting system, but I'm quite sure you/we do not HAVE to ask for it.
