Get a few sheets of pretty writing paper or better still print some of your own designs off on the computer, cut them into 21 strips then your daughter at uni can write on each piece a reason she loves her sister, whats good about her, what makes her laugh, all the things sisters share, she could then put them in a nice envelope or box tied up with a pretty ribbon, words cost nothing but are a treasure to behold forever, my cousin did that for my 21st 29 years ago and I still have them now, they mean more to me than anything, hope your daughter has a fab 21st, good luck.

What's Uni? University? I would suggest having her sister make a collage of sisterly things they've done together, pictures of them growing up, etc. She could get really creative with this, and all she would have to buy would be a frame to put the collage in, and a few inexpensive scrapbooking supplies (Target is good for this).

How about a day of free slavery next time they are both home together? She could have her very own lady-in-waiting for the day and be waited on hand and foot, starting with breakfast in bed and perhaps ending with having a bath run for her, with candles and a glass of wine on the side! She could tell her that her every wish is her command, as long as it is cost-free!

My brother was in the same position on my 21st. He got pictures of me since i was a baby, me and the rest of the family, special occasion pictures, things like that. He put them in a beautiful photo album that i will always cherish, my favourite chocs and a bottle of wine, loved them all, the chocs and wine are gone but i still have my special album.

Get her a newspaper printed on the day she was born. You might be able to google them perhaps "birthday newspapers" or the like. (and put the inverted commas in)
