Try walking the dog yourself and letting him outside of his cage for a while so that the dog will not later resort to violent behavior. Then try to find a new owner for the dog, whether it's a neighbor or a co-worker. Make sure fliers with photos are displayed. Unfortunately your roommate isn't going to change his ways anytime soon so you'll have to take the initiative.

Maybe you should put a call into your local animal shelter or a vet and speak on a hypothetical basis or anonymously and ask them what they would do in a situation like this. It sounds as though your friend purchased this dog without the understanding of how to take care of an animal. It is better to get this situation solved now than have him get arrested for animal neglect and abuse.
If he tells you that you can't tell him what to do remind him that what he is doing is against the law.

You should tell him that you got a call or visit from the Humane Society, and they got a report from a neighbor of neglect. Maybe the neighbors can hear him howling or barking when your roomate is away, or something like that. If that doesn't scare him into taking better care of the dog, then go to a payphone and make an anonymous call the them yourself to report it, and they will come for real to investigate. I had the same situation with my brother in law, and one of my friends too. Call the H.S. and noone will know it was you. OR - you can tell him that the place where he got the dog came by to follow up on it's new home (unless he got it from a friend).

If he wont listen there is nothing you can do to make him listen, no matter what you say or do he is going to get upset.
Have you given any though to tending the the dog yourself? you may find you enjoy the time spent playing and going for walks. Dogs can be great friends it is so sad to hear this.
Buy him some toys, my two dogs have Kong toys and we put treats in them and they can not destroy them, also there is a toy called Squeaker it is like a tennis ball and other shapes it is yellow my big dog has not yet chewed this up and I have had it for months. She usually destroys any toy in a matter of minutes so these two I found work great.
Please consider spending time with this dog it needs love like we all do.. if you cant do that and he wont listen maybe you should make a call to the local animal shelter or control and they can stop in you do not have to give your name and if you do they wont say who reported it if you wish them not to..
They can give him a chance to get the dog the shots it needs and such..

Call animal control and let them know that your roommate does not take care of the dog at all. Show them the conditions that your roommate is putting the dog in. Once you do that, reality should hit your roommate really hard. Talk to him about the situation and explain to him why you called animal control. It should teach him a lesson to care for pets and be more responsible. If he still has this "don't tell me what to do" mentality, find another roommate. I hope my advice helps you. Good luck.

Honestly, I agree with the last answer. Call animal control but be stealth about it and don't let your roomate know it was you. Say that a neighbor did it because the dog barked when your roommate was out. Animal control will lecture your roommate and maybe suggest that animal control ask your roomate if he is willing to give up the dog. Maybe your roommate will welcome the idea. As far as destroying toys, it's for attention and the dog is lonely. Try to sneak it socks rolled up. Dogs usually find that to be a good toy, and it's inexpensive.

Inform your local animal control department of the situation and have the dog removed from his custody. No animal deserves to be treated that way and if he's not going to be responsible, he shouldn't be allowed to keep it. That dog should be in a good and loving home and if it is suffering, it should be put down. I hope your friend comes to his senses and I'm sorry that you've had to witness the suffering of another animal. Please do what you can to help this dog and find a new roommate -- pronto.

Two things you can start taking the dog into your own care not ownership but start doing things with it and maybe your roomate will see that this is the way he needs to start acting or make a anom. phone call to the authorities so that the pup can go to a good home. Sounds like your roomate doesnt deserve to have a pet anyway.

I would say call the SPCA but you would get in trouble also. All I can say is either take the dog to your local NON-KILL shelter or take care of it yourself. This is a BAD situation!!!! So do something quickly before you have a dead dog on your hands!
