Cultural values are indeed in decline. To illustrate this, take two newspapers (say, The Daily Express, or the Times or the Mirror) -it does not matter which- and compare a copy from 1956 and a copy from 2006.

I guarantee that the more recent paper will reveal a significantly lower cultural level in all respects except the quality and quantity of photographs.

No, it is the opposite! The decay of cultural values of society are deteriorating that is why modern art is what it is.

Art has always been a reaction to the society around it...hence The decay of cultural values of society is portrayed by artists, they are not the contributor to it.

Your question contains the assumption that cultural values are in fact decaying. That is not a fact in evidence, that's an assumption.

That being said, 'contemporary' art (I think that's what you meant), is an indicator AND a contributor to WHATEVER the current cultural values might be at any given time.
