In Pokemon silver where i can get the hm 3 light ??

Umm... by light do you mean Flash, if so:

Well you have to go to the "Bell sprout Tower" and Climb it all the way to the top, after you beat the "Sage" he gives you Flash (HM 3),(Which lights-up dark areas).

i think u meant flash,to get flash,u must go to bellsprout toower where it is at the city where the first gym is locates,get to the highest floor,and beat the leader and he will give u.
