can anyone tell me how I can do a stip and reinstall on it? I have the disk to do it only they can't be downloaded right now like it is. It will not download anything.

Sounds to me like you no longer have admin rights on your computer...Lets hope that it's not be taken over by a backdoor worm and have had all your security setting changed with you locked out! (Most don't do that because they want you to keep using your computer while "they" use it too)
First you need to see if in fact you do have admin rights on your computer to make system wide changes...
1. Click Control Panel, then User Accounts.
2. Click you Account (Bottom of screen).
3. Click Change my Account Type.
It should say Computer Administrator. If not you need to change that...then you should be able to do everything you want on your computer...if it is already computer admin...then it's some Major problems in the Local Security Policy area...
Then you need to repost to see if anyone can help you with that.

If U have a recovery disk then just put it in Ur drive and go. By the way, what kind of laptop is it?
