Normally I go barefoot by choice. The only times I can recall that it was requested has been PE class in school (which is normally taught barefoot here in the Netherlands) and when visiting the owner's house of the horse riding school I used to ride at. Most city folks here in the Netherlands don't have a 'shoes off' rule indoors, but in the country it's a bit more common, with reason since our riding boots (this was years before my barefooting) usually were quite dirty from walking around in the barn!
It was just what they asked and what I did, although I definitely didn't dislike it. I usually took my shoes off indoors at home even though most people around me didn't, and also when we had PE outdoors in summer -we had a very nice, large, grassy field- and shoes were optional I usually went without. But I didn't give it much thought, I'd never seen anyone barefoot in public in other places than gym, beach, pool, or indeed the few (farm)houses that did request taking boots off; to go barefoot to the store or barefoot hiking or such didn't even come to mind.

If my feet are polished and lotioned, I typically don't mind. If not, I try to remember that its probably someone that is used to looking at un-pedicured feet.
I also wonder what kind of things they are thinking about my feet in their head.
