You really should do your own homework. This is a lazy, ridiculous question.

I'll answer one question but you should read the Constitution because all answers are there, it's short and easy to read and it's an amazing, inspiring piece of work.

5. (provision for establishing credit) -- It's Clause 1:

All Debts contracted and Engagements entered into, before the Adoption of this Constitution, shall be as valid against the United States under this Constitution, as under the Confederation.

Go to your school library and take a look at any introduction to US Government text book printed in the last 50 or so years and you will find what you need.
