In my library (a public library), the Bibles are in the Religion section. Dewey Classification 220.5 The Koran is also in the 200s (297s, I think).
Both are religious books (sacred) and include some history.
Therefore, non-fiction.

The term Non-fiction is just something elementary school librarians use to more easily explain the set up of a library. You will find The Bible in Religion.

I think you will find it in the reference department. To put it into Fiction would be to state that it is a superflous story and to put it into the Non-Fiction would state that is construed as absolute fact.
In research, there are several types of sources. Primary sources are the original writings, secondard sources would be a book about the primary sources used, and tertiary sources would be something like encyclopedia entries.
The Bible would be considered a primary source.

It depends on the library. I've seen most in non-fiction but there are some where they are put in fiction.
