I am thinking about starting this kind of business. If i buy, say, low grade copper from some third world country, and flip (sell) it to a recycler here in the USA is there /or is there not a SET market price for low quality commodities. Just as there is a global, accross the board, market price for gold. Or are these 2 different things? Thanks

Before you do that you need to investigate the cost of shipping. That could very well eat any profit you might make.

Low grade and junk metals generally would not bring enough of a price to justify the shipping expenses.

Not sure but, it could cost you more in charges, taxes and customs.
