Cost the wii comes with the sports pack and is priced at $250 and has alot of kid game titles and plays game cube games.

1) Yes you do need a Television to use them
2) Not anything to be concerned about being hurt from as long as she used the wrist strap and doesn't go super hyperactive. Most games require simple wrist movements at most. Defiantly nothing to be concerned about unless you live in very very close confinement. I have 2 younger sister's around that age and they play with my Wii also and I can assure you that you should not be worried.
3) Personal advise:
Because your daughter is only 10, I think she would have a much better time with a Wii rather than the other two. Wii games are generally easier or more simple plus there are much more "kid" games. Also the price is much lower than the others, but that doesn't mean it's bad at all. The Wii is something the whole family can enjoy, even those who have never played.
However, finding a Wii in stores is a difficult thing to do right now. You will have to either be real lucky to find one, or you may have to wait a few months until more become avaliable. Other than that, good luck.

Of the newest consoles on the market, the Wii would be the best for a 10-year-old. It uses a sensor bar that you place on your TV, which is not much longer than a No. 2 pencil.
The physical movements involved with the Wii remote (or Wiimote) can be as much as swinging like a fool and breaking a window or sitting down calmly and flicking it with very little force. It's up to the user. The remote comes with a strap to help guard against accidents and you can purchase sleeves to put over the remotes to improve grip.
The Wii requires a television, no PC, and can be connected wirelessly to the internet to download classic games like Mario Bros. and connect with other gamers.
The Wii is also your best bet price-wise, but unfortunately (see Gamestop source below) due to the limited supply the price is higher usually with retailers bundling the system with games and accessories you can't opt out of. Your best bet would be to visit Target or some other department store for availability.

They all require a television. The Wii uses movement because that's it's whole thing. It comes with motion sensitive controllers. It's really fun to play because you can control the game by moving your arms and hands in a certain way. The controller has motion sensors that allow you to control the games in such a way. It's very neat. The other systems don't use nearly as much in the way of movement, but are still fun to play. The XBox 360 and the PS3, being the current versions of the other systems you mentioned, mostly just use standard controls, and are not based on motion sensors.

My husband and I bought the Wii back in November. We LOVE it. It doesn't require too much movement.
For example:
Wii Sports, Baseball game...
My husband likes to stand up and actually swing like he's using a baseball bat. I'd rather just sit on the couch and flick my wrist in a "mini-swing" (as I call it),
I think she'd enjoy the Wii much more. It's more interactive than any other game system to date.
P.S. You'll need a TV for the Wii, not a PC.

The Wii does require physical movements, but it doesn't have to be enormous movements, it can just be the flick of the wrist. It basically has the same response
If you were to get her something, go for a Nintendo Product, they're more for kids then other consoles.

They all require a television if you want to see them. :P The Wii uses motion sensing technology for many of it's games, but you can also buy and download old school games (probably from your era, remember Donkey Kong? ;P) and those won't require movement. The games that do use movement vary quite a bit, from smooth motions to simply pointing. Others require a bit more effort (like boxing) but simple gestures respond just as well as frantic movements. So stay calm and don't hurt yourself (or others ;P) For your daughter I recommend the Wii. I've included the Wikipedia articles for all three systems.
