Royal Bank of Scotland and HBOS do just now. Some of the others might as well.
Shop around but be careful, the small usually states that you have to wait a year before getting the money or have to pay in a minimum amount each year.

Halifax / Bank of Scotland were doing an offer like that, but they just recently ended it.

The people of Scotland are not renown for giving money away. They are careful with their cash therefor i would say none
