The same reason an Italian can call another Italian "d*go" but if i do it, I'd probaby get my butt kicked. Or the same reason that you can call your brother or sister a big dummy and there's no real offense take, but if I come to your house and do it, you'd probably want to fight me.
Different groups have things they do within their own community that are acceptible, but mean something entirely different when an outsider does it. It's really simple to understand. But it is pretty funny how many white guys want to be able to say "n*gga" and get away with it. Why do you care?
oh, and just because a bunch of baggy pants, barely-finished high school rappers use it does NOT mean that everybody black likes and uses the word. Those thugs don't set the standard for everybody black and the sooner you realize it, the better.

I've read all the comments for this question and some hold true in a sense as to the content of the answers. First of all that word was used as a derogatory term to describe black people years ago. If you are interested in the orgin of the word, please look it up. That may help clear up why you or any shouldn't use it in the manner in which you speak of. Back on track...a derogatory term adapted by other races or ethnicities to describe "black". Through the years it has been adapted by many of my fellow people of color as a disrespect to someone, and later in today's society, as a term of endearment to show identification, unity, or respect among one another(meaning "bruthas" as you say). Just because some of us use that word does not make it okay or acceptable for other ethnic groups to use it even in the same sense. Although other ethnic groups use this word also among themselves, it does not make it acceptable or necessarily correct to use this term. I don't call my homies that, I don't call anyone "That n." I keep it out of my vocabulary and off of my tongue. But in a nutshell, with all that being said, Blacks get away with saying it because it has been twisted from derogatory to a term of enderment used among one another. Whites can't get away with saying it because of their original use of the word, no matter what context you may be trying to use it for...is not acceptable. Most people are going to think (consciously or not) that there is some underlying meaning to your use of that word. I could expound more, but I'm pressed for time right now. It is my opinion that the reason for that is when a white or "Caucasian" uses that terminology, he or she will mean it in a negative way. that is not always the case; but you have to understand the past and the present haven't changed an enormous amount. I said all of that to say this....there really isn't any use for the "N" word by anyone, black or white.

Why is it that brothas can say "Cracker" whenever they want? It's because of a perceived "politically correctness". And also because blacks, beginning with the Black Panther movement of the 60's, began a campaign to "take back" that word from the whites. They began to over-dramatize the useage by whites, leading bleeding-heart liberals to denounce the useage of it by whites.

dont u get mad when somebody calls u a honky thats not in ur race or a redneck?
but its okay when ur friends say it or ur own right?!?
and we are not saying "n***er! thats where the problem is
we say n***a. BIG DIFFERENCE
I dont understand why caucasians want to use the word so badly anyway. Why aren't u guys trying to use other races also? My bad.... u already do....... and all in a negative aspect!

It has to do with the way it is intended. Unfortunately due to history when a white person has said it then it wasn't said complimentary. When an african american says it then it is usually in a more friendly manner.

IT IS A DOUBLE STANDARD! The word is accepted and used as part of our vocabulary. However, when used amongst us it means brother or friend. We are offended when someone else uses the word because of it's painful history. You still may not understand this and because you are not black you never will, so PLEASE let it go and respect it!

Besides, it'd be politically incorrect to say a taboo word about another race.
