sexual harassment
""in law, "verbal" or physical behavior"" of a sexual nature, aimed at a particular person or group of people, especially in the workplace or in academic or other institutional settings, that is actionable, as in tort or under equal-opportunity statutes. Once stereotyped as involving pressures brought by one in authority (e.g., an employer, teacher, or ranking officer) on someone in an inferior position, with the aim of obtaining sexual favors, harassment is now recognized as also involving behavior that creates an environment unfriendly to its targets. Thus, sexually explicit or suggestive behavior by male fellow employees may be designed to make a work situation difficult for a newly hired female; the harassers' motive may be mere hostility to female entry into a male "preserve."

If you consider it sexual harassment then it is. A man whistling at a girl walking by could be considered sexual harassment. Laws are funny on this subject and have no real direction in how to deal with such cases.

under the legal system, its not sexual harrasement, simply refuse the hugs and tell your employer you are not comfortable, if he attempts further action, report him to the head office

You are only having a problem with this because you are not attracted to your employer. There. I said it. The hypocricy of standards of treatment we all accept. I would love to have a hot boss say that to me, I would probably **** them right there. But add some exema and 50 lbs of fat and a case of gingivitus and you have a lawsuit.
I love our way of life!

i don't think its sexual harassment, but it is completely out of line for conversation...
the hug part is questionable...
just say that conversations like this make you uncomfortable and to stop them. if they continue, then proceed up the chain.
