depends on who owns the fence

Usually fences are owned by the side on which the fence posts are on, However farmers have a duty to enclose their animals and are responsible for any damage caused by them. If there aren't any livestock if the field, then the farmer has no responsibility in maintaining his boundaries.

If he owns the fence he should be responsible for both sides.If someone else owns the fence and doesn't keep it up then it's up to the farmer to clean his side.

the only die of a fence any body has to keep is the side that the property they own is on now alot of people take care of both sides just so its looks nice but if the side is state or city property its they responsibility to keep up with it
