Yes you can get cable. In my area I have Cox Cable and it is high speed internet. Actually I have one that only cost $15 per month it is slower then their normal high speed but only when downloading things like music. Cable is great cause we don't have a land line only cells.

You don't need a phone to run your PC. YOu only need that if you want to go online, and don't have access to cable or dsl service.
