Brownback has made some smart moves lately. I just don't know him as well as Giuliani and McCain. Right now, he is just another senator out of 100 other senators.
I think he actually needs to declare a candidacy in order to run and be recognized.
Also, ethics and principles are not related to raising money. This is true, but they do matter enormously in the general election, especially when it comes to the independent vote.

He is not a household name like McCain or Guiliani. He won't be able to raise money like the others, and he will eventually fall out of contention.
Remember, elections are all about money, not about ethics or principles. Just look at the Clintons.
