I personally enjoy iTunes. It always has what I need! :) Now, its free to use, but the songs cost you. I don't know if thats what you meant by "pay web site."

Its not a website but iTunes lets you download music to burn to cds and does a pretty good job with it too. Another program you can use is Napster.
