I read he was not short, but average for the time. Is it meant to be humorous?

After the famous general and emperor died in 1821, his body was autopsied in France, and his height was noted as 5 foot 2 inches. This measurement was in French feet (pieds de roi) and was never correctly converted to standard English measure. In English feet, Napoleon stood 5 foot 6.5 inches tall. So the poor guy was shorted a full 4.5 inches in height.

It could be that they wanted to portray him as a small to show how much power he really had.

Napolean was of average height for his time. However, he had a tendency to spend a lot of time with his granadier units, which were mostly comprised of tall men and therefor, made Napolean appear short in comparison.

Probably because he was short. For his time or otherwise, Napoleon was considered a short man.

Even New Yorkers who saw him when he visited commented on his short stature. Go figger.
