Actually this is a trick the movie makers do to get the audience to draw their own conclusions. Worked didn't it!!?? You'll see the same stunt in the departed - the envelope handed to the girlfriend....
p.s. the babel movie makers wanted you to think she may jump off the balcony. Did that cross your mind when watching it?
