I can only hit the computers in my network...but I can't hit anyone on the outside...I tried like 100 different alive IP address' and it just says host not found...and the odds of all 100 of those IP's all havin port 139 blocked is kinda slim...maybe lol

Your internet provider is blocking port 139, I would bet on that there is no reason that anyone should need to connect to that port other than to do malicious stuff. That is the reason that they block that port. Check out your isp support site I would dare to bet they tell you right there that they block that port.

Well if the IPs you are attempting to connect to in the outside world have any administration at all they have NetBios blocked! Here is a note from Microsoft

If best security practices have been followed and port 137 UDP has been blocked at the firewall, Internet based attacks would not be possible.

NetBios is for LAN use.. check out its information.

And to the guy who wants you to port scan public IP's go right ahead, its a quick way to get kicked off your internet provider. All it would take is a watchful administrator to report you. I have no doubt uninvited port scans are a violation of terms of use of most ISPs.

either you have a firewall or you router doesn't forward that port. if it says host not found, it may DNS error as well.

scan them with superscan
google it and download it
