I will break it down by wrestler and reason.......

Lex Luger: Followed along the lines of Billy Graham, excellent body, blonde hair, handsome, charismatic and excelled in the ring. One of the greatest WCW U.S. champions of all time. Was a member of the Horsemen, teamed with Sting on numerous occasions, feuded with Flair and even defeated Hogan for the WCW World Title.........Then became a hit in WWF (slamming Yokozuna) before going back to WCW. Will not make it because he wouldn't kiss up to WWF.

Sting: The most popular wrestler in his era. Multiple championships, changed his persona and still was the most popular. Retired, came back and still drew fans, winning the NWA title in 2006. Won't make it because he never sold out.

Ultimate Warrior: "see the DVD" no further comment

Barry Windham: Super charisma, beautiful blonde, excellent in ring performer. Could have done everything Flair did.

The Steiner Bros.: As a team revolutionized wrestling as a tag team, think two Kurt Angles on the same team.

Rock n Roll Express: Paved the way for cruiserweight teams (The Rockers, London and Kendrick)

Nikita Koloff: Most hated as Russian villain, most loved as Dusty Rhodes partner. Multi-time U.S. Champion.

Ravishing Rick Rude: He changed the game, he was one of the first villains that had a good guy fan base. He was a "total package." The artwork on his tights was one of kind. Excellent in ring performer, even made the Ultimate Warrior look decent in the ring.

Jucien Thunder Liger: Brought Luche Libre to mainstream wrestling.

Bruno Sammartino will never make it because he testified against Vince McMahon in the early 80's about rampid steroid use in the WWF. I had a chance to talk to Mr Sammartino personally. What a gentleman he was! He was blackballed by McMahon! He was Vince McMahon Sr's top attraction and bread and butter. Too get screwed by Vince Jr is really a shame!

Bruno Sammartino. He was a two time Champion, however, he had the longest reign in WWE history that will never be broken. He may not make it because he doesn't have a good relationship with McMahon, even though he should have made the Hall of Fame already.

I would have to go with Goldberg, Macho Man Randy Savage, Owen Hart (on principle at least), Ultimate Warrior, Super Fly Jimmy Snuka (if he isn't in already, not sure), The Road Warriors, Marty Jenneaty (Not sure if I spelled his last name right, the better half of the Rockers Tag Team, yes you read that right.)

Owen Hart, is a concepts over-due.... He belonged interior the corridor of attractiveness the 12 months after he died.... So, i really wish wwe can come to their senses and allow him in. He became the style of ideal skills Who did not deserve: Pete Rose... He obviously did not need to be interior the corridor of attractiveness.. As for the guy who stated flair did not.. wow dude, you aren't any wrestling fan.

The New Age Outlaws, aka, VKM. They were one of the best tag teams in the federation era. but then they went to TNA and started dissing Vince McMahon, and WWE. So I think they will never make it into the Hall of Fame.

I think there are a lot of talented wrestlers that deserve it but won't get in because they weren't in wrestling very long. Some are maybe the Rock, maybe stone cold people like that who left for other things after a while. ALso Ric Flair will make if he isn't already there.

Probably Dean Malenko, he was a great wrestler, a Chris benoit type guy, but he never made an impact or was given the push he deserved.
