If you get an external CD writer you can... if you get an external CD reader you can't.
Best brands? Any that you've heard of. The lightest are probably freecom, but they are not the cheapest.
Just remember:
That the interface has to match your computer
That as it's external make sure you get one with burn proff or similar technology
That as someone above pointed out, duplicating copyright material is often construed as theft... so make sure you're allowed to copy the music you copy. Just 'cos someone else stole it first and put it on the web is no defence.

Technically, you can connect a external CD Writer to copy music from your laptop. However the reverse will be a painful process. I have been doing the same, but I only have a 24x CD ROM. Go in for a higher speed CD Writer and you should not have a problem.
And it is not illegal to copy music. Only spreading the CD after you have copied it is piracy.

You can buy two different kinds of External CD Burners.
1: Gets it power solely from the bomputer
2: The other has it's own power supply
The 1st type is more portable (of course) since you don't have to worry about finding an AC outlet.
2: The second type allows you to use your laptop much longer. since it doesn't drain the laptop's battery. BTW, burning CDs uses ALOT of power for a long period of time.
