I'm serious...

Show up wearing nothing but small pieces of paper in strategic locations and invite your husband to unwrap his gift. It's inexpensive and he'll love it.

How about what I did on my first wedding anniversary. I took some paper and cut them into 3" circles. On each paper circle I wrote different things like: Good for one back rub, good for a foot massage, good for a hot bubble bath, etc. I think you get the idea. My wife eventually used all the paper coins.

I put them in a basket with some flowers. However, for your husband -- if he is into working on cars, buy him a wrench with some paper coins attached that say: Good for a car wash (you could make it fun by adding "in a wet t-shirt"

Be creative. When you are just starting out, if you're like most of us, you don't have a lot of money. You don't need a lot of money to have fun.

My marriage would have worked if my wife had been more into the little things in life, like having dinner for me or cleaning the house. Anyway, that's another story.

Instead of the paper coins, you could make paper checks good for (use your imagination).

Best of luck to you.

Tickets to a show, play or sporting event are all paper and shouldn't cost too much.
We don't really stick the the traditional "paper...silver..." gift ideas.
For our first anniversary, my 98 year old grandmother suggested I get my wife a broom because, "A woman could always use something for around the house."
We took a small trip instead.

The modern option is to give clocks for the first anniversary. Either one is fine though. If you want to stick with paper, make him a special card from scratch. I did that for my b/f for our first Valentine's together and he still treasures it. I used some words from a special song and some special stickers and paper that I bought at a scrapbook store. Or you could do a book of "coupons" of things that you'll do for him...foot rub, wash his car, etc. that he can use all year.

My husband and I were also really broke at the time of our first Anniversary. Ideas I came up with:
Movie tickets
Theater Tickets
Make your own lovers coupon book

There is no reason to spend a ton of money on gifts for each other when you have life to pay for!

Maybe buy him a gift certificate to one of his favorite stores or something. If he likes golf, maybe a gift certificate there.

You could also write him a love letter like you do when you're just dating. I did this for my husband, and he liked the letter I think more than he did the Xbox 360!

Personalize a picture you two took together at a special event in your lives or something. And write a poem for him and mail it to him like someone else sent it.

Hope these helped!

Get him a poster of his favorite band or sports team. Or you could take a sexy picture of yourself (as daring as you want to be) and give it to him. You could always do something like make a collage of things from the past year but that depends on the type of guy you have since some guys aren't into sentimental stuff at all. Good luck!

I got my husband something really cool. It was a song personalized to him, made by the P.S. I love you co. They wrote a song based on some info I gave them, it was wonderful and with it can the lyrics printed out in scrip print and on nice paper, we eventually framed.

I found the web site, check it out. I did this 9 years ago, I bet they have even cooler things out.

A nice card would do. And isn't money paper? Give him a $20 and tell him to spend it on something he wants.
