Most mouse are windows compatible so you prob can just plug it right in and windows will load the driver in for you that is if you use a windows base system.
Also it sounds like you need a new keyboard too.

USB mouse - plug it in to a USB port.
PS-2 (older style) - plug into your PS2 port (next to the keyboard port usually) Boot up. Reboot if powered on already when you install it.
These are plug-n-play. The operating system installs drivers if needed. No CD needed unless you buy a wireless mouse.

You don't need to 'instal' a mouse - it's plug and play. Try removing all the cables from the back of the PC, blow into each end of the cable and the socket they are going back into (this should clear any dust) and plug it all back together. This might fix your problem and you'll have no need to get a new mouse

Just plug the mouse in and it will automatically work. It's the same with any mouse or keyboard.

All you should have to do is plug it in.
If it is USB you can plug it in while the computer is on. If it is a Round PS/2 plug, then you have to plug it in while the computer is off.
The fact that you say that your keyboard functions are limited leads me to believe that you have some underlying issue with how the devices are connected.
