Wouldn't say I could run it better but here are just a few suggestions for Yahoo!:
1. When a abuse report comes in, check it out before sending out a violation, see how trivial it actually is.
2. They could have an adult question category.
3. Also make P&S adult, 18 & older, anything goes. Too slamming against a race, kids etc. let us deal with it. Most of us are adults and have good judgement. Still no body parts, anything really gross. But we should have a say.
4. "Chat"(?), "interest in others, whether, where are you, what's for lunch, want a drink" Questions should be encouraged on P&S not discouraged. Whether they like it or not this has become more than Q&A but a community. We care.
5. Let regulars and or Top Contributors have a say in the direction the section they are in would take. Why should it all be up to Yahoo? They don't utilize this.
6. They whole theme is we should have a say. If an account is, by their standards, let us make that final judgement.

Allrigt, this is very rough, didn't think it all out. Still think the "Power" should be taken out of the hands of Yahoo and put into ours.

No,
I can find faults with it on occasions, but I keep coming back, it isn't perfect, but it is very good, and I wouldn't know where to start.
Improvements:-
make the spellchecker work for English words, and also for the more details section.
Require more than one report before considering marking questions or answers as violations. And using the violation system with more care.
Change the terms and conditions, at present the way they read, means that any question or answer could be classed as a violation.
And A little matter, I would stop people being able to star their own questions, I can't see the point of that.
All in all I think Yahoo do a good overall job of Answers.

Yes I could and I would have real moderators instead of a computer system running the show. The decisions they make are rediculous.

Yep.

Stop banning Questions for no reason other than they might (just might) be anti American. I thought the point of this was to not only answer questions but also invoke debate?

And stop banning people for giving funny answer's/

Oh But ban people with No sense of humour or that really think the jokes are serious. Is it that they don't read them properly or that they just don't get out much or is it that the "great British sense of humour" is lost on everyone else?

Look I don't know who or what is running it now. I am not the type to run things so I would vote for one of you to do it.

Yes, scrutinise the violations better, some of the reasons are not valid or just don`t make sense, and keep a record of who submits them.

i'd make you the head, you know your stuff and are pretty persistant at achieving what you want to get across; you basically hate the way it is run at the moment!

I think so. I would have people actually read and analyze violation reports.
