Remove the panel....Go get one of those vacum bags, pack it in one of those, use a hoover to suck all the air out, put it in the loft space of the garage safely knowing it cannot rust anymore.

Rub down the rust spots to the bear metal ,make sure the rust is not coming from the other side of the panel ,if it is that side will want treating as well .

To make things as easy as possible, rub down the rust spots to clean metal and wipe with a dry cloth spray two coats of etch primer (from accessory shop) when dry fill with cataloy and sand down level, apply two or three colour coats and one or two clear lacquer coats.
This is just a basic measure, to do a proper repair there is a lot more that has to be done but it can't be explained here due to space and time. You could get a good book on this subject as it can be very time consuming to do it right, I hope this is of some help, I have spent many hours on restoring this kind of repair. Rub it down. Treat with an anti rust gel or spray,then two or three coats of paint to match the car colour.Unless the spots are very small it is better to deal with the whole panel.

Either sandpaper the area back to metal and treat the areas with a rust chemical, re-prime and re-spray, or buy a new panel from a breaker's yard.

they need grindind down as far as you can and then depending on whether the car is worth spending the money on treating or fibreglassing and then painting

we call them beefburgers... and basically you need to respray the panel, after flatting it and filling it with stopper...
dont leave it too long coz those little pinpricks become perforations... and when they join up you get big holes...
