Anyway, "Athens". They allowed pretty much anyone to speak in the open air in the center, but you pretty much had to have 1) a loud voice 2) people willing to listen. They later formed councils and such that were like representative structures and essentially it was like a local republic, which Rome made national until they became an Empire.
Sparta to the southwest was more of an oligarchy.

Several people on this site mentioned Athens. I had always thought that Sparta was the birthplace of democracy. Before posting, I checked the web, and the first listing was this site:
