Try the product called "Oops!" that is a mild chemical solvent used specifically to get dried paint from various surfaces. It really DOES work and doesn't bleach or discolor the affected surface . . . I buy mine at Home Depot, but I'm sure it's also available at Lowe's or maybe even WalMart.

There is a product out there called, "Oops." Most hardware stores carry it, and it works really well on dried latex paint. You need to test it on nylon however to see that it doesn't eat the nylon. I've had great experience with it on other things.
