Blinds have to be open (some airlines only state 5 rows forward and 5 rows aft of an emergency exit) in case on an emergency landing and the a/c has to be evacuated and any hazard or fire could be seen.
Lights have to be dimmed in the hours of darkness in case there was an emergency landing and you had to evacuate into darkness your eyes would be accustomed to the dark.

It is not only on landing but also on take off also.

Check out the website for a possible answer - relates to easy visibility by cabin staff if blinds are open. Lights are dimmed to make it easy for passengers to be used to emergency lighting in the event of an emergency. Makes sense.

The cabin lights are dimmed so the cabin crew look more attractive and are more likely to get a date.

To make it easier for the aircrew to see if there are any fires on the engines/wings.

Landing/takeoff is the most dangerous part of flying, and it's part of their job to check if an engine has caught fire. Turning off the lgihts reduces the galre and makes it easier when it is dark outside.
