If it is surging, look to the fuel pump or even the fuel filter, or air filter. Plugs and wires cause weak and intermittent problems, not rpm surges. Does this happen after the engine is warm? Is it carb. or injected? If it is carbureted, it could be a vacuum line. I would also consult your manual that may be a built in indicator of some type.

Are you sure it isn't caused by the throttle positioner? When the heater is on defrost the air conditioner pump runs intermittently. That will cause the rpms to change.

it sounds that you have a vaccum leak in your intake manifold must be a big cracked on your vaccum hose or the manifold itself that has a big effect on your air flow meter which run intermittently caused of different reading or the air flow sensors is the main culprit on this one
