I dont know weather or not you need a certificate on your property to sell it, we just sold ours it went through in february. and we didn't .The age of the installation doesn't neccesarily equate to the need for a rewire, BS7671 guidance note 3 does recommend that a house be Inspected & tested every 10years, or change of occupancey and more frequently as the installation ages. The only way you can know the condition, and thus the need for a rewire is to have it inspected and tested by a reputable electrical company. (NICEIC or ECA)
Generally on an installation 23years old you may need a rewire or you may just require a Fuse Board up grade & your gas and water bonded to the main incoming earth, and a couple of repairs and modifications to bring it into line with current regs.

Rewiring the house would not increase the market price of the house but it would increase the marketablility. Someone may be more willing to buy the house if they know they won't have to get it rewired after moving in. If the housing market is good in your area and you think you can sell it as it then I wouldn't rewire it.

One of the best things to do is to upgrade the panel and service if you have fuses or breakers that are more then 10 years old. This is a big thing for resale value and I wouldnt worry about it if the house is only 23 years old that is pretty new for wiring. And if you have a 100 amp service you should move up to a 200 amp service

As long as everything works and it has copper wire in it leave it alone. If it has aluminum you should rewire to make financing easier for the buyer.

No it is not necessary. My partner recently bought a new house and he did the rewiring so it is up to the buyer to do it if he chooses to do so.

No not at all. The person buying it should have a survey done. If the wiring needs doing they should be advised and do it themselves if and when they buy it

dont know where u are, but in britain the electrics have to be up to bs7671.general wiring may be okay but biggest stumbling blocks are: earthing to gas and water,rcd protection if u have access to garden, sealed light in bathroom , lv fan to bathroom.

YOU DON'T HAVE TO REWIRE IT . YOU CAN ELECT TO UPGRADE TO A CIRCUIT BREAKER IF YOU HAVE A FUSE PANEL CURRENTLY. THIS WILL HELP THE RESALE VALUE. ALSO IT'S A GOOD IDEA TO HAVE GFCI'S (GROUND-FAULT CIRCUIT INTERRUPTERS) IN THE BATHROOMS AND KITCHEN.

you don't need to do any further work too it as long as you provide the buyer with all the information as to what has been updated and what still needs updating since the home is older reagrding electrical work etc....
