You actually should wait until night time temps get into the 40s. Even near-freezing temperatures will stunt tomato plants. If it's a well protected spot, or if you have some sort of cover for them, then go with the other answers about the last frost.

Be sure to plant them deep. Bury most of the existing plant when you put it in, only leave the crown of leaves out. Roots will form on all the buried part, making the plant much stronger.

Generally it is recommended that you plant your tomatoes in your garden 2 weeks after the average last frost for your area. Occasionally frost will still be an issue so you have to keep an eye on the weather forecast. You can call your county Ag extension office and they can tell you what your frost day is.

It all depends upon where you live. As a general rule, as early in the spring as possible when the threat of frost is over, but before the threat of too much heat begins. Since I'm in No. California, April always seems to be about the best time for planting.
