still new at live myself, but my understanding is that if you actually want to play online with other players, you need the gold account. If you only want access to the downloadable content, you can use the free silver account.

xBox Live! Silver is the free version that you get when you sign up with your xBox 360. It allows you to talk to other users, send messages, etc. However, if you want to be able to play games against one another via their on-line service you have to have a Live! Gold account. The Gold account costs money to get and usually is about $75 for a full year kit that includes the webcam and headset.

Gold- You can place games online, and download stuff, and maintain a friends list.

Silver- I think you can just download stuff, and maybe maintain a friends list, I'm not sure though
