there is a cleaner you can buy from a parts store or even Walmart. but on a episode of mythbusters they used coke and aluminum foil and it cleaned the rust right off. but i would stick to the cleaner. now as far as keeping the rust off. i don't know maybe there is some kind of wheel protector.

coke contains acid don't do that..
it will remove rust but it will return worse than ever
