one can cast any type of spell any time, but the phases can either work with or against the spell. for example, if you want to increase positivity & decrease negativity by casting a spell, one would banish negativity during a waning moon as it will amplify your intent, whereas if it's a waxing moon it would be better to define your goal as drawing positive forces so that it's energy can work with your intent. waning-banishing/lessening, waxing-calling/drawing/growing
