Like any other painting task, surface preparation is the most important step in achieving a good final finish.
First thing is to determine what the shell of the helmet is made of... Fiberglass, ABS plastic, etc. Choose a paint formula that's made to be used on that kind of surface.
Next, remove as much of the liner and edge trim as you can, to make it easier to apply the paint without overspray problems.
Once you've decided on your paint and design, get some fine sand paper (220 to 400 grit) and sand the helmet until the surface is as smooth as you can make it. A coat of primer would come next, to give the final paint something to hold on to. Sand that smooth also.
Then use a good quality masking tape to lay out your design and start spraying! Don't forget several coats of clear over the top of your final design, and whatever you do... Once it's finished, DON'T DROP IT!!!

Most helmets are finished in a way so that stuff won't stick to them (like bugs and dirt) but it means that paint also has a hard time sticking.
Normally, with glossy surfaces, you will sand the surface first so a primer has something to "bite" to but I'd be very hesitant when it come to sanding a helmet. Helmets are made to very specific specifications and by sanding, your thinning the outer shell.
If you just wipe down the surface with rubbing alcohol to remove any grease and then airbrush without any other surface prep, it will protect the integrity of the helmet better but the paintjob will be more prone to scratching.
Another option would be using the cut vinyl decals - like the ones sometimes applied to cars.

Easy enough if it's not a complicated design. Make sure you use specific helmet paints though, chemicals in normal paint can damage the helmet.

Heed the warning about using the correct paint for the helmet material. If you use the wrong paint/primer you will ruin the helmet or even create a safety issue.
Pick up a airbrush kit and practice practice practice!

Go to a professional painter and have it done. DO NOT spray bomb it save the spray paint for lawn furniture. Once a pro paints it you can wax it up and it will be much easier to clean.
