If he's not using hair care products like gels then he might actually have some of the healthiest hair out there. Your body produces oils that are really good for your hair, in fact conditioners are made to try to mimic this. So you may just need to tell him that it's fine if he doesn't wash it, so long as he doesn't use gels, but that he should still rinse it.
Not washing your hair is a tip that top salons will give you for great looking hair.

Tell him that you are tired of his rats nest, and that he has 1 week to get it clean and fresh or your going to cut it off. Let him know that he will never know when you are just going to walk by with a pair a scissors and cut a big chunk out. Telling him this should do the trick. Just be stern and have scissors handy at all times. When he sees you walking around with scissors he will know you mean business. Good luck.

Tell him if he doesn't wash his hair he's going to have to get it cut. Than if he doesn't wash his hair cut it. If he wont let you do that, wait until he falls asleep and than cut it. You don't have to do it all, but just good enough that he will have to go to the barber to fix it. He wont have a choice unless he wants a hacked up head!

The last time I took my sons to hairdressers I told them it was for a trim, the oldest was the worst, had a word with hairdresser and told her to cut it really short (they both had them cut at the same time) they were really mad with me (understandably) but I got my point accross - keep it clean and neat or else - its worked wonders.

Tell him to wash it and if he doesn't listen to you, tip a jar of terrible smelling cooking sauce over his hair so he has no choice but to wash it.

crack an egg over his head...if that doesn't make him wash it...i dont know what will..also an egg isn't likely to run off his hair...watch out for the yolk though!

when you walk past him sniff and ask if thats his hair that smells? dont say anything else just ask every couple of days or so until he gets so paranoid he washes it!!!!
