The human brain has several well-defined stages of growth and development. Different parts, which perform different functions, develop at different times during youth. The final developmental stage begins at adolescence. This growth involves the frontal lobes of the cortex, which are involved in associating facts and images to create concepts and meaning.
They are involved in both logic and intuition, visioning and planning, associating and organizing. They also help manage emotions. For this reason, many teens have trouble managing emotions while this area is in development.
This final stage of development ends around ages 21-22. At that point the brain is considered to be fully mature.
However, learning continues to affect the physical structure of the brain throughout life. Hint...lifelong learners have an edge on the rest of the pack!

I don't think that this question is answerable, because our brains never stop learning. While bodies can become physically mature, our brains are always changing. New connections are being made every day and the brain is constantly re-mapping itself until the day we die. The brain is never "fully mature."

Recent research suggests the brain continues to develop physiologically well into the 20's, with full development complete around age 25 (one of the last areas to develop involves inhibiting risky behavior; hence, the behavior of late teens and early twentysomethings!). This is in stark contrast to older theories which suggested that brain development stopped in late teens. I agree with the others who said that continuing to nurture the brain with lifelong learning can keep it keen and active.
