If not, how about masters degree in accounting? or phd in accounting?

Off course with bachelor degree in accounting you become aware of accounts but to be called a professional Accountant you must pass CPA, CA etc.

Masters and Ph.d are good options but they are academic qualifications. As Accountant is a professional field I will recommend professional qualification CIMA, ACCA, CPA etc.

I think you cannot say that you are an accountant, unless you have a job as an accountant.

You have a degree in accounting. Your title would be whatever job you take, as a result of your degree.

Bookkeeper works for accountants.
Accountants can be a CPA. And CPA are accountants.
But bookkeepers cannot call themselves accountants or CPA.

Analogy in medicine:
bookkeeper = nurse
accountant = doctor
CPA = surgeon

yes you are already an accountant BUT you are not a certifified public accountant yet not unless you pass the certification exam.....
