As stated the Power Commander (PC) is a piggyback device for performance. You unplug the bikes computer and this goes between the computer and the bike.
When you add performance parts to the bike like a hypercharger and or exhausts you need to change the fuel maps. Basically like rejetting a carburator but much easier with the PC. Then with your home computer or laptop you can change the fuel maps. Most common applications are included with the PC software and there are others online from individuals that have modified the settings.
Harley also offers the Race Tuner.. problem is once you hook it up to your bike, it will ONLY WORK ON THAT BIKE. So you can't sell it if you decide to do something else. Also the Race Tuner changes the setting in your bikes computer. With the PC is you need to go back to stock, just unplug it and plug the bike directly back into it's computer.
Good luck

Each Power Commander unit comes with a built-in microprocessor and is supplied with a specific map designed to improve performance over stock
A software package and computer link cable which allows you to fully map the fuel and ignition curve is also included (requires Windows 95/98)
Allows fine-tuning of fuel-injected Harley-Davidson models when changing air cleaner pipes and cams
Dynojet is continuously mapping different combinations for each bike; special maps can be downloaded at Dynojet's web site (www.powercommander.com)
A power programming module is required to supply voltage to your Power Commander when removed from the bike and attached to your PC (9v power adapter is included)
If you do not have a computer, you can change the settings with three touch buttons on the faceplate
No wiring modifications are required; OEM-style connectors are supplied
Includes easy-to-follow instructions
Made in the U.S.A.

In a nutshell it will give you about 10-15 extra horsepower. It is basically the same thing as a hypertech programmer for your car or truck just for a motorcycle. Should improve gas mileage some as well. It will raise shift points, remove a speed limiter if your bike has one, and improve your horsepower and torque curves on the dyno.
